How would an IQ test determine if you're capable of owning firearms? It's already become questionable for intelligence on a general level. Wouldn't a clean background and a stated intent for owning a firearm be enough? That and you'd have to meet all the age requirements and such.

If you're mentally ill and somehow own firearms, then there is a big problem with your local guns seller. Or somebody else bought one for you, which in that case there's nothing you can do about it, your beloved 2nd amendment had failed to account for dumbasses.
 
No lie, you could easily buy grenades at some shop to go "fishing". The government might have been a dictatorship at the time, but it was corrupt and people could easily acquire any weapons they'd like, if they had the money.

Grenades fall under Destructive Device. Yes, you can own them. And pay for the license and jump trough every hoop that the BATFE has. 105mm Howitzer can be owned by a civilian. Expect it falls under the DD license.

Yiou have to fill out a report as to why you fired it, why you fired it, what happened when you fired it, and what was the target.
 
I'd fully expect that in the US where people don't go lobbing grenades where they please. A lot of countries aren't that well regulated however, those are the places you need to control the guns in. It's stupid easy to buy weapons in a lot developing nations, which can lead to conflict and insurgents shooting at people.
