Effective Civil Aid?
I wonder if Halliburton is still getting the contracts for reconstruction?
This is truly scary, there are no conditions on the ground to enable civil aid projects be truly successful
I have a sneaking suspicion that there isn't a joined up plan for reconstruction, but a lot of good ideas and plenty of money to throw at them, with no real concept of sustainability and protection of these projects. But I don't know enough - more background work required..
Can anyone else enlighten me?
