Sweden to buy French Frigates.

This makes sense to me, Europe buying European kit, strangely I think New Zealand should be looking at a similar arrangement for our navy, anything that can operate in the North Sea and Arctic will operate in the south Pacific and Antarctic, i lean toward the German Niedersachsen-class, Danish Iver Huitfeldt class or the British City-class (Type 26).

That said for defense only I still believe we should be looking to an air force strike capacity as the only way anyone is getting here is by boat, I also think we need to develop a UAV, USV component.

A number of planes have good anti-ship capabilities, just a matter of how far away you want to sink them.
 
I would be happy to sink them as they are leaving port.
The maintenance cost of a blue water navy capable of defending a country is well out of our budget but a small air force supported by a lot of cheap long-range drones (air and surface) is something we could manage and have the capacity to build and maintain ourselves.
