Ok, Gator, now in this place we call the real world politics take place that often stretch the bounds of the constitution. It used to be that Congress would create the budget and make sure they stayed within its bounds, over the years that has changed so that the President decides what the budget will be and sends it to Congress for their seal of approval.
BTW, the Pentagon has tried to scale back the size of the active duty forces and then use the Guard and Reserves in times of need, you're looking at the results of that plan in Iraq. When that actually gets put into use people get very angry that the active duty Army isn't large enough to handle the task on their own.
