The Origins of the Different Saltues

This is a question that has being annoying me for some time. As I have noticed many countries, and forces, have different salutes. An example. British Army has an 'open' salute while the Americans and the Royal Navy have a 'closed' salute. And the Polish, from limited sources I have seen, have two fingered salutes. I'm just curious, why has there never been a universal that all military use? You could argue that this is the case with 'closed' salute because many armies use that but I've never seen the British Army salute 'closed' regardless of who they are saluting. So yeah, why have salutes originated differently?
