UN to delink al-Qaida and Taliban sanctions (AP)

AP - The U.N. Security Council has decided to treat al-Qaida and the Taliban separately when it comes to U.N. sanctions in an attempt to more effectively fight terrorism and support the Afghan government's reconciliation efforts.

Just a tiny observation: why use the word "delink", when "separate" would have described the action more accurately ?
 
Taleban are really the govt of the Islamic Emirate of Afghanistan under Mulla Omar. Al Qaeda are a loosely defined mosaic of organizations scattered all over the Muslim world. Except for an ideological unity they have not shown any kind of solidarity. UNSC has been incorrect from the beginning to put them in the same bracket. USA had done that for her political and military aims.
