The U.S. military in Kabul, Afghanistan, handed over 12 suspected insurgents Tuesday to Afghan authorities, a first step in the planned transfer of all Afghan detainees held at U.S. military prisons, including those at Guantanamo Bay, Cuba, the Afghan Defense Ministry said. The prisoners were transferred by helicopter from Bagram Air Base to a new high-security wing at a prison east of Kabul, said Gen. Mohammad Zahir Azimi, a Defense Ministry spokesman. The wing will be guarded by Afghanistan's army, Azimi said. The move paves the way to transfer from Guantanamo about 65 Afghans who are considered "enemy combatants."
