Does this pertain to all immigrants, or is it aimed at illegal immigrants only?

I get very confused when i read things like,

"If you are an illegal alien and commit a crime in Monmouth County, you will be identified, turned over to federal authorities and deported if appropriate."

WTF do they mean "if appropriate", I would have thought the fact that they were illegal immigrants would have automatically meant that they would be deported.:???:
