I heard that the US Army Weapons Qualification is developed from that US snipers in the First or second World War shot preferentially at the German carrier of the Iron Cross. Is this true? How did it really develop?

During any war, it's nice to have a record of who can handle a weapon well and who can't, that's probably closer to the reason for qualification grades. If the guy can't shoot, make him a cook.

well i can barely shoot an M16 so they just gave me a bigger gun, i like that idea better

Don't know for sure but -
Couldn't it be as simple as this:
If you are going to fight the enemy with a rifle, pistol, shotgun or clubs at twenty paces -
Wouldn't it be nice to know that your trooper has a least a minimum qualification with whichever weapon he will be carrying into battle?
It would mean a better kill to bullet return (ratio) for your investment.
