The Czech government on Tuesday postponed a parliamentary vote on a deal to place an American missile defense installation on Czech soil. Prime Minister Mirek Topolanek said the government withdrew the item because it did not have enough votes to pass. “It does not mean that we would give up the ratification process,” Mr. Topolanek said. President Obama, who is to visit Prague next month, has not said whether the United States will go ahead with the deal. The plan to build a radar base near Prague and placing 10 missile defense interceptors in Poland was brokered under President George W. Bush.
