'Hurry up and wait'

Almost every person in either the Cadets, CIC (Cadet Instructors Cadre), Reserves, or Regular Force says this. It almost always applies, too. Every time you're told to have something done, or be ready to do something by a certain time, you're forced to wait for the Brass to get their butts in gear and give you the go ahead to do it.
