The United States needs a new, modern arsenal of nuclear weapons to use as a deterrent for the remainder of the 21st century, the top military commander for strategic warfare said yesterday. Air Force General Kevin Chilton, head of the Strategic Command, said that if the Pentagon develops an improved, more reliable nuclear weapon, it will be able to reduce the number of warheads, now estimated at 1,700 to 2,200.
