The Swiss Government is like governments the world over. They know that their banking secrecy laws are immoral and protect if not promote criminal behaviour all over the world.

But there is too much money in it to be ignored, so they not only turn a blind eye to it, they make laws designed to facilitate and protect it.

The Swiss laws on secrecy in banking and commerce are some of the most draconian in the world.
