From what I understood it was supposedly superheated metal on the surface of the wings, like a plasma torch, which apparently absorbs all radar signals.

I don't know, this is just a rumor I heard from one of the defense analyst websites I used to frequent. I can't even remember the name of the site anymore, I know it wasn't Jane's though.

Back in about 2000 I got a chance to visit Tupolev HQ in Moscow and plasma physics was being discussed openly then so I imagine it is not much of a secret technology, the Russian Academy of Sciences was working on it at the time and releasing papers.
