New Navy Leader Stresses Global Partnership

WASHINGTON--The Navy's new leader told sailors Thursday that they should expect to be working alongside their foreign counterparts more often in the future and to spend more time on humanitarian and other unconventional missions.
At a brief ceremony marking his assumption of command as chief of naval operations, Adm. Gary Roughead hinted at the contents of a new maritime strategy he is to announce next week along with the commandants of the Marine Corps and Coast Guard.
The strategy is expected to emphasize the role of naval forces in protecting global commerce and improving U.S. relations with other countries, particularly in the developing world.
"They see that one nation does not do it alone," Roughead said. Roughead succeeded Adm. Mike Mullen on Sept. 29, two days before Mullen was sworn in as chairman of the Joint Chiefs of Staff, the nation's top military position.
