Not the best way to improve things around your unit! What does that tell the other cadets in your unit, not only that, it kills esprit de corps. What you have to do, in your own way, is find out what they're not getting out of the program and work on that through motivation. Try putting them in positions where they have to make decisions, or do a tasking to get them motivated. Make them feel like they're needed in your unit.
On a lighter note, I've recently done some improvement on the logistics side of things for passing out weekly routine orders. I have the Squadron Warrant Officer talk to the Training Officer and get the week's orders from him, and have him pass it down to the flight commanders, who call their flights. Once that's done, they pass it up the chain of comand and the SWO informs me that it is done. I've also organized an overnight 2-day Junior NCO training course, and some inter-unit activities.
