Help identify this badge

I had wondered about German or Russian badges from WW1 (while they still had monarchies), however I had pretty much dropped German as most of their badges of the period seemed to carry the eagle rather than a crown.
 
Thanks for all the input , I am begining to think its a lost cause, I have searched for hours, and have found alot similiar to it. Maybe an expert will come across this and know something.
