Government to assess Krekar's freedom of movement

The government has begun to consider their options in regard to limiting mullah Krekar's movements within Norway.

The news was announced by Minister of Labor and Social Inclusion Bjarne Håkon Hanssen on Wednesday.

Krekar is the former head of Kurdish guerrilla group Ansar al-Islam, which is active in Northern Iraq. Krekar recently lost an appeal to overturn an expulsion order, but his deportation is not considered to be imminent due to Norway's refusal to send him to a country that can not guarantee his safety.

Hanssen said that several ministries would take part in the assessment, which involves a range of complex factors. Norway has no history of house arrest or comparable forms of custody.

"It is crystal clear that this project is based on the prerequisite that Norway shall respect the European Human Rights Convention. What we will examine is what possibilities exist within the framework of the convention," Hanssen told news agency NTB.

The investigation was sparked by a proposal from the Progress Party that the Immigration Act be changed so that expelled persons can be held in isolated custody.

The proposal has been met with a degree of acceptance, also from previous Minister of Labor and Social Inclusion Erna Solberg, who decided to expel Krekar during her term in the Bondevik 2 government.
