WASHINGTON, Nov 30 (AFP) - The White House blueprint for "victory in Iraq"
unveiled Wednesday is based on three phases, three tracks and eight
"strategic pillars." Here is a summary of the National Security Council
plan:
Three phases:
-- Short term: progress in quelling the insurgency, building political
institutions and training Iraqi security forces
-- Medium term: Iraqi forces take the lead against the insurgency with a
fully constitutional government in place and progress toward economic
development
-- Longer term: Iraq defeats the insurgents and lives as a "peaceful,
united, stable, democratic and secure" state integrated into the
international community.
Three tracks:
-- Political: isolating the insurgents, engaging those who feel marginalized
in the political process and building stable, pluralistic and effective
national institutions
-- Security: clearing and holding areas held by the insurgents, building up
Iraqi security forces and thbe capacity of local institutions to deliver
services
-- Economic: restoring infrastructure, reforming the economy, building the
capacity of Iraqi institutions and rejoining the international economic
community
Eight strategic pillars
-- Defeating foreign "terrorists" and neutralizing the insurgency
-- Promoting security self-reliance: training and equipping Iraqi forces and
improving the government's intelligence capacity
-- Helping Iraq evolve into a "free, federal, democratic, pluralist and
unified state representative of all Iraqi citizens"
-- Boosting the capacity of the Iraqi government to provide esssential
services
-- Developing a market economy with private sector-led growth
-- Strengthening the rule of law and respect for civil rights
-- Increase international support for Iraq
-- Publicize US efforts in the Arab world and wider international community
