They are combat engineers.

In a few armies around the world Sappers (AKA combat engineers or pioneers) are allowed to grow beards as a traditional aspect of the role. In some armies, only the most senior sapper NCO is allowed the privilege.
The axe is also part of the tradition and again, in some armies, the axe is only carried by the most senior NCO as a sign of office.

The tradition of wearing a full beard probably stems from the nature of their work. They built fortifications and rehabilitated fieldworks often under fire which may not always have given them time for personal hygiene. In addition, many of them were recruited from professional groups such as foresters, miners and builders. All together people who have traditionally worn a full beard. That 's what the legend says in the Legion.
