The death toll rose to 68 from a suicide blast that targeted lawmakers and children in the deadliest attack in Afghanistan since the 2001 U.S.-led invasion. Witnesses said some victims may have been killed or wounded by guards who opened fire after the blast 95 miles north of Kabul.
