North Vietnamese negotiators walked out of secret talks in Paris on December 13. President Nixon issued an ultimatum to North Vietnam to send its representatives back to the conference table within 72 hours "or else." Elements of the 1st Infantry Division reported killing 72 of 250 North Vietnamese soldiers in a daylong battle. Loc Ninh, a village of fewer than 10,000 people, was located at the northern limit of national Route 13, only a few miles from the Cambodian border. It was the site of several major battles between U.S. and Communist forces.
