If you have some college and not a degree can do you still have a chance of being higher rank

Yes. At least I know that's the case with the Army. I just enlisted, and I got bumped up a rank for my college. I don't have a degree, but I have 44 units. It got me up to E-2. I should also note that a lesser number of units will also work. I think the minimum for a rank up is 30 units. Someone please correct me if that is wrong.

I would guess the same as any other branch of service. They all have the min/max requirements to get a certain rank. I know in the USMC the highest rank you can graduate boot camp is as a Lance Corporal. Generally that will be the contract PFC that is the Platoon Honor Grad.
