When a military personal calls you "Bottom of the Barrel" it signifies you are last at everything. Last to eat, Last to shoot, Last to deploy, etc.
Some times it is a privileged and most of the the time it is an insult that curses you ever accomplishing anything with in a branch of military. You become last to do or achieve anything in the military. You get treated like dirt and get feed leftovers. Some times you dont ever get fed. Sometimes there are not enough bullets to shoot. Sometimes you are the last to be woken up in the morning and you might miss some important informing from a debrief. Last to know everything that is going and nothing comes to a surprise when you pass on what you have conversed with the higher officials.
