Pakistan and Afghanistan, intent on ending a blame game over the Taliban insurgency, have drafted plans for a gathering of tribal elders, intellectuals, writers and politicians in August. The Pakistani interior minister, Aftab Ahmed Khan Sherpao,on a visit to Kabul to meet the Afghan president, Hamid Karzai, said Pakistan had nominated about 350 prominent figures to attend the jirga, or tribal council. The Afghans will draft a similar list.
