Because of United Nations Security Council Resolution: 1747 (voted on 2007) and United Nations Security Council Resolution: 1929 (voted on 2010)

They are both arms embargoes with resolution 1929 restricting it even further.

This was due to Iran's non-compliance. Even Russia and China voted for that resolution, so you can not claim U.S or the west as being biased

Russia can complain until it's face turn blue, it won't matter as long as NATO do not overstep it's boundaries. Even if the NATO missile shield compromise Russia's nuclear umbrella, it is a purely defensive installation. It has no offensive capabilities as far as I know, unlike nuclear weapons, which have both a psychological and physical defense and a physical offense.

well, with UN council resolution or any other thing, you didn't want we improve our air-defense system. It was an defensive system not offensive or not nuclear. They used their influence in the UN ill structure and adopted that council. If they couldn't they would choose another ways.

It is an arms embargo, hamid, no weapons are to be sold to countries with an arms embargo. These types of resolutions are done to sway the targeted country to comply with the use of economic consequences rather than military. It is not specifically done to make it possible to attack said country militarily, though it probably helps.

This is precisely why the U.N was formed, Hamid. So there would be more ways to negotiate or force a country (with compliance from other countries) to comply with them. Not only do it do this, but it also protects the country that isn't complying from acts of aggression. If this wasn't so, Iran would probably have already been bombed and/or invaded.

IF there would be a war between Iran and the US the S-300 would be among the first "casualties".

Remember Sadam's Russian build GPS jammers? They were quickly destroyed by US....GPS bombs.

Why do you always blame the West, Israel and the US for the troubles you create yourself?

Is it not natural to look for external threats during times of disfunction to justify a certain action or implementation of a certain protocol?

The west has done this as well, this phenomenon is nothing new in geopolitical terms and has been practised all over the world.
