Peru says Venezuelan President Hugo Chavez--who has been accused of using his nation's oil riches to meddle in Colombia, Argentina, Bolivia and Nicaragua--now may be funding militants and anti-poverty centers that preach populist revolution inside its territory. Peru's government said police have arrested nine alleged militants bankrolled by Venezuela.
