AP - Two Iraqis living in Kentucky have been arrested on charges that they tried to send sniper rifles, stinger missiles and money to Al-Qaida operatives in their home country, according to court documents unsealed Tuesday.

I'm still a bit puzzeled here, how is it possible to get Stinger missiles in the USA, suppose they don't sell them at WalMart....
 
I'm betting this was a sting operation and the Stinger and C4 were probably inert versions "sold" to the two individuals, who should soon be enroute to a nice "Pound me in the butt." Federal Prison.
