Well I will bite as this is kind of a tough question but in early 1932 James Chadwick discovered the neutron and an atomic blast is just a controlled release of atomic power through a multiplying neutron chain reaction then the first practical idea for an atomic bomb had to be late 1932-33, interestingly enough some guy called Leo Szilard filed for a patent of an atomic bomb in 1934.

This one leads me to believe it is more a shore installation than an actual serving ship.
