I think that the ussr was somewhat justified in having a large military since they had so many bad relations along their giant border. So today they would still have a very large army, and may have intervened in iran and north korea if they wanted to acquire nuclear weapons.

Iran because it would be another nuclear state to attack them to worry about, and north korea since they would join china's side in any future conflict with the ussr.

But at this point if they were still around, the world fairly much still be bi-polar, just more relaxed like detente.
