AP - Waste and corruption that marred Iraq's reconstruction will be repeated in Afghanistan unless the U.S. transforms the unwieldy bureaucracy managing tens of billions of dollars in infrastructure projects, government watchdogs warned Monday.

Unfortunately, bureaucratic waste and fraud are likely to be repeated in any situation in which such a massive overhauling of institutions must take place.

Afghanistan, unfortunately has been in a state of perpetual war for much of the last two hundred years. From the three main conflicts with the British Empire, to civil wars and conflicts between Afghanis, the decade long war between the U.S.S.R and Afghanistan, the three consecutive civil wars that lead to the collapse, anarchy and eventual Taliban conquest/occupation and continuing civil war between the Northern Alliance and the Taliban, and now the Afghanistan War of Western NATO allies against the fringe terrorist outfits.

In a country that suffers from high illiteracy, high levels of local autonomy (warlords and tribal lords) and a general lack of civil society and infrastructure, the amount of work that will have to be done in order to transform the country from the state that it is, to evne the level of current Iraq, will be a massive overhaul which will lead to unfortunate corruption. Especially since most of the area outside of Kabul is largelly lawless.
