For the moment the international community fights the consequences not the root cause of Islamic terror.

defeating extremism and terrorism requires immersion and action everywhere necessary and necessary everywhere, everywhere, without restriction

The United Nations Security Council (UNSC) Resolution 1624 deals with that. But although it comes from the Security Council it is not enforceable.

Here's another document from the OSCE/ODIHR

Unfortunately the nations who should act, don't. (Pakistan, Iran, PA and increasingly the states of the Arab Spring).

Based on west criterion they have three kinds terrorism groups.
1. First one they should fight against them like Al-Qaeda in Mali,
2. Second they can do negotiation with them like Al-Qaeda in Afghanistan,
3. And third they should help them like Al-Qaeda in Syria.

Negotiating with Al Qaida or the Taliban is useless.
Look at Pakistan, a muslim country. They have made plenty of deals with the Taliban only to find out that after a matter of time (when they feel they are strong enough) they break the deal. When pakistan was fed up with it the army attacked and when the Taliban feels that their power is diminishing quicly they start negotiations to stop the attacks. Only to start again when they feel strong enough. They did that over and over again.
Fanaticals are brainwashed. Most fanaticals that were captured started fighting again after their release. You must hit the system that brainwashes those people.

^^that system is Islamic interpretation coupled with financial and social backwardness.
How our region and in particularly Pak and Bangla solve this problem is to be seen.
A new govt is in formation in pak,a democratic one....let's hope for the best.
