It was fraud, pure and simple. Not to mention the disrepute he has brought down upon Cycling, his promoters and the USA.
Every penny should have to be repaid to his benefactors. Had anyone else committed a fraud involving this much money, they would have been imprisoned as well.
I'll admit that I am personally offended, because for many years I looked up to him as a role model in sport.

The problem is, that being only one of many they feel that the crime is somehow lessened, using the old saying,... "but everyone is doing it"
