Ukraine Late for NATO?

Washington buried yesterday the hopes of Ukrainian authorities for receiving the Membership Action Plan (MAP) at December summit of NATOs foreign ministers. The U.S. Ambassador to Ukraine William Taylor called the issue politically loaded and not particularly expedient. The RF Foreign Ministry responded in no time, commenting that the U.S. standing matches the real situation and will help avoid complications in Russias-Ukrainian relations.

William Taylor made the respective statement in his interview with the Voice of America. The process of joining MAP may not be actual. It is so politicized, that it may be worthy to say no to it, the diplomat announced when commenting on potential integration of Ukraine into NATO.

Ukraine applied for the Membership Action Plan in early this year. The respective letter was signed by President Viktor Yushchenko, Prime Minister Yulia Tymoshenko and Supreme Rada Speaker Arseny Yatsenyuk. Foreign Minister Vladimir Ogryzko handed over the application to NATO Secretary-General Jaap de Hoop Scheffer January 18.

In essence, Mr Taylor was the first U.S. official, who acknowledged that Kiev wont get MAP at the summit of NATO foreign ministers slated for December 2 and 3. As a way-out, the ambassador cited Poland, Hungary and the Czech Republic as an example, specifying that those nations had progressed to NATO without any MAP but by satisfying the criteria.

The statement of William Taylor emerged in the heat of debates about the relations of NATO and Ukraine. According to western media, France and Germany have closed ranks to jointly oppose efforts of the United States, Poland and the Baltic nations to add momentum to the NATO integration of Georgia and Ukraine at the summit of NATO foreign ministers in Brussels.

The response of Moscow to the news was predictably positive. It is absolutely evident now that December summit of NATO foreign ministers wont grant the Membership Action Plan to Ukraine, said a top-ranked source with the RF Foreign Ministry. It is the realization that Kievs accession to NATO would aggravate the relations of Ukraine and Russia that are rather complicated even without it. No one needs further complications. So, Taylors statement matches the reality.

What the hell is this? I don't get the US sometimes. Or do they want to delay it just a little so that the responsibility will rest on Obama's shoulders?
