UK researchers: Prisons breeding new terrorists (AP)

I am actually very surprised this features now (and hence suspect a political background), as here in Spain this topic has been top of the list in prisnores handling, Spanish authorities defining a clear threat some 5 years ago. Measures (for Spanish readers, look up "El Mundo" for "reclusos radicales" or related terminology) have been taken, from identifying over seperating radical islamic groups in prison (that rule by sharia *inside* Spanish prisons) and opening cases on terrorist charges against many. The problem is taken very seriously here, but I guess the measures will fall short again if bounced back from the "TC" ("Tribunal Constitucional" = Supreme Constitutional Court).

Is the UK slow? Or is their prisoner poulation so different from ours? Or are there some new elections on the horizon? Or is MI-whatever running out of dough?
