Speaking at NATO headquarters in Brussels, Lt. Gen. Henry A. Obering III, the director of the United States Missile Defense Agency, said Washington wanted to base antimissile radar in the Caucasus, a move likely to provoke another rift with Russia over United States plans for a missile shield. He declined to specify which country the long-range radar could be installed in. American allies in the region include Georgia and Azerbaijan.
