CAMP LEATHERNECK, Afghanistan (Reuters) - Defence Secretary Leon Panetta arrived in Afghanistan on an unannounced visit on Wednesday, as the United States tried to contain fallout from a massacre of 16 Afghan civilians by an American soldier.
