It means "Reverse engineering is Job One!"

If it's reverse engineered, what tank is it based on? I thought the chassis was of soviet design (T-72 maybe) while the turret looks kinda like a Leo 2 turret and the laser looks like a Type 98 MBT laser. ;)

The Type 99G is just a copy of the T-72, and the T-72 uses the Leopard turret(i think. the turret could also be a copy too. cant quite remember)

Reverse engineering does not preclude adhering to one particular design. One is quite open, as this tank demonstrates, to blending from several sources.

That is one way to look at it. But most accept the definition that to invent is to render into being that which has never been. I would offer what you have with "Copy+Improvement" is not invention but more accurately reinvention.
