The school didn't allow that kid to pose with his gun and it was challenged so they made a general rule that props were not allowed. The flower was a prop so it was a rule violation.

My high school prevented its problem entirely by making every student go to a specific photo company which was instructed not to let them use any props or such. Much easier to control than letting people send in their own pictures.

But it's only fair. The rule says no props, and she was holding a prop. It's not as if she's going to be cut out of the yearbook, they're just going to photoshop the flower out. I don't see a big deal out of this.
