By Anthony Deutsch AMSTERDAM (Reuters) - Syria on Wednesday missed a deadline to hand over all the toxic materials it declared to the world's chemical weapons watchdog, putting the program several weeks behind schedule and jeopardizing a final June 30 deadline.
