Yes, except that C-4 is a putty and deforms readily. As such, it would not absorb much, if any energy from a passing bullet. I have always understood that C-4 explodes only if exposed to heat, more heat than a fire provides. (In fact, if you put C-4 in a fire, it does not explode, but it sure does burn well.) If you attach a detonator, which does provide enough heat to start an explosion, then look out, because the boom is impressive. My source is some of my friends who were combat engineers, and they learned this at sometime during their mis-spent youth.
