SAN FRANCISCO – A federal appeals court has refused to let the Navy use high-powered sonar equipment during training exercises while it considers the government's appeal.
The order yesterday has little practical effect because the three-judge panel said it intends to rule on the issue before the Navy's next planned exercise, in the middle of March.
A lower court barred the Navy from using the sonar within 12 miles of Southern California and ordered the government to comply with federal environmental laws. Environmentalists and others argue that the sonar harms marine mammals.
