I feel sorry for the innocent poor.
The militias are a great problem, but I have no idea how we can stop them. The populations of some countries are just not ready for democracy yet.
This is the modern version of what was going on in Britain a thousand years ago, the chiefs of victorious clans then, are now our nobility. They got where they are through robbery and murder, I guess to a degree it happens to all societies at some stage or another.
