It is even more sad than than you think. In one of the other threads a young man was lamenting about having a hard time deciding which branch of the military he was going to join.

One of his deciding factors was being able to go to an "active" branch which was "active" on the battle field. Reading between the lines it almost sounded like he was interest in winning a lot of "chest lettuce".

Should'nt blame them, but blame the culture that gives them out like confetti. As we say in the British Army "Its not the beret that makes the man, but the man that makes the beret".
