WHEN RONALD REAGAN was in Iceland for the 1986 presummit conference with Mikhail Gorbachev, he visited the American forces at Keflavµik Naval Station, where I am an Air Force captain, and told us this anecdote: "While at the Marine Corps commandant's quarters one evening, I mentioned that I knew all the rules about saluting in civilian clothes from the days when I was a lieutenant in the Army Air Corps. But when I got this job, I didn't know whether to return the salute of the Marines who guard Air Force One and Marine One. "The commandant had the answer for me. 'If you did salute, sir,' he said, 'I don't think anyone would say anything.'"
