Medvedev bans sale of S-300 missiles, other weapons to Iran (Update 1)

Russian President Dmitry Medvedev has signed a decree banning the delivery of S-300 air defense systems and a host of other major arms to Iran, the Kremlin said Wednesday.

The ban, which includes battle tanks, armored vehicles, large-caliber artillery systems, warplanes, military helicopters, ships and missiles, is part of measures Russia is taking to comply with UN Security Council Resolution 1929 of June 9, 2010.

Earlier on Wednesday, Chief of the Russian General Staff Army Gen. Nikolai Makarov said Russia would not deliver S-300 air defense missile systems to Iran as planned because such transfers are prohibited under UN sanctions.

Medvedev also banned entry to and transit via Russia for a number of Iranian nationals connected with the country's nuclear program, and banned Russian individuals and legal entities from rendering financial services if the services relate to Iran's nuclear activity.

Russia signed an $800 million contract on delivery to Iran of S-300 systems to equip at least five battalions in late 2007. The contract's implementation had so far been delayed. Experts are considering whether the missiles fall under the sanctions imposed on Iran by the UN Security Council in June.

The sanctions include a ban on supplies of conventional arms to Iran. According to the document, "states are prohibited from selling or in any way transferring to Iran eight broad categories of heavy weapons (battle tanks, armored combat vehicles, large caliber artillery systems, combat aircraft, attack helicopters, warships, missiles or missile systems)." However, the S-300 air defense systems are not included in the UN Register of Conventional Arms.

Israel and the United States have voiced concerns over Russia's plans to supply high-precision S-300 systems, capable of destroying aircraft at ranges of 150 km (90 miles) and at altitudes of up to 27 km (17 miles), to Iran. No such systems have been delivered to the Islamic Republic yet.

Commenting on Medvedev's decree to ban the sale of weapons to Iran, Russia's envoy to NATO Dmitry Rogozin said: "If this decision was made, it was solely due to Russia's national security."

International pressure on Iran increased in early February when Tehran announced it had begun enriching uranium to 20 percent in lieu of an agreement on an exchange that would provide it with fuel for a research reactor. In June, the UN Security Council passed a resolution imposing a fourth set of sanctions on Iran over its nuclear program.

Iran currently has some 2.8 metric tons of low enriched uranium and 22 kilograms of 20 percent enriched uranium, according to the latest IAEA report. Experts say that these 22 kilograms are already enough to produce a nuclear bomb.

what is new Russians are always foot dragging and reneging on deals all the time... One thing Russians are known for is always trying to play both sides against each other, Russia time and again announced they will fulfill the deal only to back track again and then to only restate the deal was good only to renege again... This game the Russians always play not only against Iran but different countries all the time will in the long run blow up on their face as they lose competition to China just like the West is losing competition to China all over the world from Latin America to Africa to the Middle East and the Caucuses. China is a country that puts their own interests above politics and what others want it to do thats why more and more countries want to deal with China instead of the West and Russia...

A country that has a contractual obligation prior to any sanctions is obligated to fulfill their obligations all these years the Russians have been dragging their feet only to wait for the right time when they have something to use as an excuse to back out of the deal... The UN sanctions does not cover any ban against the sale of defensive weapons such as the S-300 so this ban has no legal merits, if the Russians want to talk about the more comprehensive sanctions the EU and America put on Iran well then those are no UN sponsored sanctions and Russia has no legal obligation to obey sanctions a 3rd country imposed... But Russia has just lost their biggest Market in the Middle East and and they just alienated their strongest Ally in the Middle East this is detrimental to their own interests because in the future Iran will sign billions upon billions of dollars worth of deals with countries like China and Turkey and Russia will not see a dime.

I think it's about Putin and Medvedev, man. And the 2012 election. The tandem is no longer working. They are starting to compete for popularity and power. Putin supported this deal. So Medvedev must disrupt it... I don't know... Weird system of governance, that's all I can really say.

I have reading up on Iran's scientific growth, these sanctions of the last 30 years has made Iran self sufficient on many fields they are today the fastest growing country in the world when it comes to the fields of science and research. These Persians are more resourceful than you can imagine when one door closes they open 10 more doors for themselves they are no joke and not a nation to be taken lightly, this ban will only make Iran's resolve that much stronger and will sooner or later develop their own version of the S-300 like China has done.

Also Iran has promised they will take legal actions against the Russian government for reneging on contractual agreement and also the Iranians don't take to kindly to a slap on the face they will retaliate against Russia for this mistake by stopping supporting Russia in the former Soviet Union against the West also by banning Russian companies from doing business in Iran because the Russians can't have it both ways by banning the sale of defensive weapons to an ally and expect business to be as usual when it comes to Russian private and state companies operating in Iran.

Sure... Not that we terribly need their support.

In any case, I would not expect this to last, man. Like I said, this is just a internal political game.

One has to remember that Russia is no fan of Iran either. They will sell them weapons up to a point, and it looks like the point just got crossed.

Why do I say this? Two reasons.

Iran has been linked to the Islamic rebels in Chechnya and Dagestan and other provinces and countries in Eastern Europe with rebellious Muslim populations. Iran is accused of providing training and weapons to such groups or at the very least turning a blind eye to those that do with Irans borders.

Secondly, like everyone else. Russia has no desire to see Iran as a local superpower who can bully all the Arab countries and thus destabalize both the peace and the oil market. In recent years Russia has been trying to mend fences with Israel, partly due to its own large Jewish population and against the shared concern of Islamic extremism.

Yes you do need her support mate, Iran is the strongest ally Russia has in the Middle East, they are also your biggest market in the Middle East and your biggest supporter in the former Soviet Union against the West. You speak of the present but look past the present and see the ramifications it will have on your relations with Iran when in retaliation Iran sues the Russian government and bans all your companies and China and Turkey fill the vacuum... The Chinese are a lot more logical, prudent, and look after their own economical well being and don't politicize contracts...

Do you think many countries will trust Russia when they start breaking deals? How do you not need the biggest country and most populous country in the Middle East that has the world fastest development rate please explain? Give it another 30-50 years Iran will be the China of the Middle East and Russia would regret they ever alienated Iran.... Why do you think the Muslims in Chechnya and the Caucasus have quited down since Iran and Russia started boosting their relationship in the mid 90s? Because Iran was key to restraining them due to their alliance with Russia imagine if Iran formented unrest for the sake of argument? What would happen if the IRGC started arming, training and funding of the Georgian and Chechnya armies for the sake of argument even though it seems Iran may not do that in the near future.

In recent years Russia has been trying to mend fences with Israel, partly due to its own large Jewish population and against the shared concern of Islamic extremism.

And 1/5th of Israel's population speaks Russian, there is a Russian language TV station (Channel 9), newspapers... Hell, Avigdor Liberman is a Russian Jew from Moldova who, when he met Putin and Medvedev in Moscow, spoke with them in Russian, without translators. During Russia's last Presidential Election, 15 polling stations opened up in Israel. And 90,000 Israeli citizens live in Moscow. You are right. In fact, this is why we often refer to Israel as the '16th Republic', as in, along with 15 Russian-speaking former Soviet countries, ourselves included. I think it is good we are making friends with them again. They are, indeed, our brothers.

Why do you think the Muslims in Chechnya and the Caucasus have quited down since Iran and Russia started boosting their relationship in the mid 90s?

Beslan happened in 2004.

Because Iran was key to restraining them due to their alliance with Russia imagine if Iran formented unrest for the sake of argument? What would happen if the IRGC started arming, training and funding of the Georgian and Chechnya armies for the sake of argument even though it seems Iran may not do that in the near future.

If Iran ever tries to go against Russia... how should I put it? We'd destroy Iran, together with NATO, and Israel, God knows they are itching to hit there. Even Saudis want a piece of the Ayatollahs. Iran needs to remember that.

Let me tell you something I am an educated person and I don't believe the Media hype about Iran and nukes, during the Iran-Iraq war Iran was attacked with chemical weapons but the Ayatollah banned his army from retaliating in kind out of religious conviction, he has made a fatwa before he passed away that Iran can never develop nuclear weapons. So the real reason why they using the nuclear issue as a smoke screen is the fact that Iran is a fast growing country to becoming the superpower of the region, they are already the dominant power in that region. Like I said with Iran's growth rate they are due to become the China of the Middle East and Israel being the small country with limited population it has cannot match Iran's growth rate so the Israelis and the Americans want to nip Iran in the bud so it does not become the dominant power and the power broker of that region.

Iranian "Scientific output has grown 11 times faster in Iran than the world average" Science-Metrix, a data-analysis company in Montreal, Canada, has published a detailed report (PDF) on "geopolitical shifts in knowledge creation" since 1980. Archambaut notes that "Iran's publications have emphasised inorganic and nuclear chemistry, nuclear and particle physics and nuclear engineering. Publications in nuclear engineering grew 250 times faster than the world average – although medical and agricultural research also increased." http://www.newscientist.com/article...fastest-scientific-growth-of-any-country.html

Iran's university population "swelled from 100,000 in 1979 to 2 million in 2006", which makes Iran's university population to be 1/3 of the whole population of the state of Israel. Furthermore, "Furthermore, Iran considers scientific backwardness, as one of the root causes of political and military bullying by developed countries over undeveloped states.[22] After the Iranian Revolution, there have been efforts by the religious scholars to assimilate Islam with modern science and this is seen by some as the reason behind the recent successes of Iran to augment its scientific out put."

"Iran's government has devoted huge amounts of funds for research on high technologies such as nanotechnology, biotechnology, stem cell research and information technology (2008).[27] Iranian Research Organization for Science and Technology and the National Research Institute for Science Policy are two of the main institutions, depending on the Ministry of Science, Research and Technology, in charge of establishing research policies at the state level. In 2006, Iranian government wiped out the financial debts of all universities in a bid to relieve their budget constraints."-Wiki

"Theoretical and computational sciences are highly developed in Iran. Theoretical physicists and chemists regularly publish works in high impact factor journals.[29] Despite the limitations in funds, facilities, and international collaborations, Iranian scientists have been very productive in several experimental fields such as pharmacology, pharmaceutical chemistry, and organic and polymer chemistry. Iranian biophysicists, especially molecular biophysicists, have gained international reputations since the 1990s[citation needed]. High field nuclear magnetic resonance facility, microcalorimetry, circular dichroism, and instruments for single protein channel studies have been provided in Iran during the past two decades. Tissue engineering and research on biomaterials have just started to emerge in biophysics departments. According to the State Registration Organization of Deeds and Properties, a total of 9,570 national inventions was registered in Iran during 2008. Compared with the previous year, there was a 38-percent increase in the number of inventions registered by the organization"- Wiki

"Clinical sciences are highly developed in Iran. In areas such as rheumatology, hematology, and bone marrow trasplantation, Iranian medical scientists are among the world leaders.[40] The Hematology, Oncology and Bone Marrow Transplantation Research Center (HORC) of Tehran University of Medical Sciences in Shariati Hospital was established in 1991. Internationally, this center is one of the largest bone marrow transplantation centers and has carried out a large number of successful transplantations.[41] According to a study conducted in 2005, associated specialized pediatric hematology and oncology (PHO) services exist in almost all major cities throughout the country, where 43 board-certified or eligible pediatric hematologist–oncologists are giving care to children suffering from cancer or hematological disorders."-Wiki

"Iran had some significant successes in nuclear technology during recent decades, especially in nuclear medicine. However, little connection exists between Iran's scientific society and that of the nuclear program of Iran. Iran is the 7th country in production of uranium hexafluoride (or "UF6").[53] Iran now controls the entire cycle for producing nuclear fuel.[54] Iranian scientists are also helping to construct the Compact Muon Solenoid, a detector for the Large Hadron Collider of the European Organization for Nuclear Research (CERN) that is due to come online in 2008[citation needed]. Iranian engineers are involved in the design and construction of the first regional particle accelerator of the Middle East in Jordan, called SESAME.[55] In 2009, Iran was developing its first domestic Linear particle accelerator (LINAC).[56] It is among the few countries in the world that has the technology to produce zirconium alloys.[57][58] Iran produces a wide range of lasers in demand within the country in medical and industrial fields"-Wiki

"Iran ranked 25th in the world in Nanotechnology in 2007 with highest, ranked paper citation international mean, amongst all Islamic countries and only second to S.Korea in Asia.[69] They are now 15th (2010) in the world ranking."

"On August 17, 2008, The Iranian Space Agency proceeded with the second test launch of a three stages Safir SLV from a site south of Semnan in the northern part of the Dasht-e-Kavir desert. The Safir (Ambassador) satellite carrier successfully launched the Omid satellite into orbit in February 2009.[73][74][75] Iran is the 9th country to put a domestically-built satellite into orbit since the Soviet Union launched the first in 1957.[76] Iran first astronaut will be sent into space onboard an Iranian shuttle by 2017.[77][78]"

The reasons I stated above is why I believe Israel and the West want to knock Iran out of the picture not because this nuclear issue but because Iran is fast rising and due to replace the American-Israel duo as the Main power broker of that region.

As far as Iran's successes in nuclear technology, they are not Iran's successes. They are Russian ones.

"There are 3,000 Russian specialists working there [Bushehr], and we hope that it [reactor] will start operating in mid-September," Ali Akbar Salehi said, adding that Iran will need an additional $1.5 billion to finish the plant.
http://en.rian.ru/world/20100623/159541684.html

Also, You talk about USA and Israel as main players in that region. You forget two more: Saudi Arabia, now being armed up to the teeth by the US, and Turkey, a NATO member (soon to be EU member as well, probably).

besides this nuclear reactor where these 3,000 Russians are working and such what other things has Russia helped with Iran? Not with their medicine, nanotech, space, etc so you going to tell me its because of Russia that Iran is 11 times above the world average in development? Baloney....Turkey is friendly with Iran now and has recently removed Iran as one of the nations that is a threat to Turkish security, Saudi Arabia is a basket case they can't even fly or maintain none of that hardware they can't even come close to matching Iranian ingenuity and technical prowess they need foreign companies to maintain everything from their aircraft to tanks to vehicles to helicopters to their ships to their issued rifles Saudi Arabia is not a power by a long shot but a basket case that is propped up, so that leaves Israel and America and Israel can't match Iran in funds, development, population, Iran's university students alone number 1/3 of Israel's population.

I agree. Relax, I am not against Iran.

I actually know why this happened.

I believe this is related to the Russian military spending spree in Europe.

Fact is that France can't sell the Mistrel class ships to Russia at the same time Russia sells S-300 missiles to Iran.

Russia had to choose whether to sell weapons to Iran OR be able to buy European and Israeli weapon systems.

Suffice it to say that Russia may have political issues buying European weaponry, but by the same token, western European countries have political issues selling weapons to Iran-supporters.

Know what I think? If Putin is the way I think he is, as soon as we get the Mistrals from the French, and the drones from Israel, we'd pull right back. Seriously, I gurrantee you that either Putin will withdraw the ban after he becomes President in 2012, or will force Medvedev to do it even before that :D

As an educated American I can see through all the propaganda, lies, smoke screens the Western media creates about Iran and just look at the cold hard facts and statistics myself and I must say that for an Iran that is portrayed as the way it is in the western media little do people know about the resilience, independent mindedness and resourcefulness of the Iranian nation... For an Iran that has been under sanctions for 30 years they are so far ahead in development cuz they know they can't rely on anyone else but themselves... The Saudis who have money out the ass and who have way more access to western technology can't still manage to get anywhere with self sufficiency... Saudis are just spoiled kids with fancy toys who still need good old daddy to fix or replace those shiny toys when they break down Lol

This can easily grow into a lawsuit, very sad... I really hope Medvedev knows what he is doing.

Maybe. But all international courst are in Europe, man. They'll NEVER, N-E-V-E-R, not ever in hell, side with Iran. Fact. :D

Who cares whom they side? Russia has just lost rich and loyal client. The deals that were banned are worth billions of dollars. Are European courts going to buy Russian air-defence systems and submarines?

Principles matter more than money.

Prapor, tell that to our presidents please...

They are easy to find... They are usually bending over next to some Saudi's bed...

And I think that war is close, they will soon be bombing Iran.
