NATO leaders risk enflaming tensions in the Black Sea region if they bow to Russian pressure and reject the membership aspirations of Georgia and Ukraine, Georgia's foreign minister said. David Bakradze said a snub at the alliance's summit next week in Bucharest, Romania, would encourage hawks in Moscow to continue supporting breakaway regions in Georgia and undermine Western-leaning reformers in the former Soviet states of Ukraine and Georgia.
