The obvious thing to do would be to make sure that any country that builds nukes that doesn't already have one is guaranteed a death sentence. Other than that, I really don't see anything working. But you know that's not being enforced. Sanctions? Then we get complicated. Because they also have a very convincing bargaining chip.
