Red Cross Seeks Access To Iraq Detainees

GENEVA -- The overall situation for detainees in Iraq has improved, the Red Cross chief said Thursday, citing the closure of the Abu Ghraib prison and increased access to detainees, but the organization still cannot visit more than 18,000 inmates.
Jakob Kellenberger, president of the International Committee of the Red Cross, also said that safety concerns in Iraq have hindered visits by his staff.
Kellenberger said Red Cross delegates are able to visit more than 17,000 detainees held by U.S., Kurdish and British forces, but the ICRC is still negotiating for access to between 18,000 and 20,000 people detained by Iraqi government forces.
ICRC demands to be able to visit all detainees, conduct private interviews with them and repeat visits at later dates in order to ensure that international humanitarian laws are followed.
