While I was at the Pentagon, I saw a truck with a bumper sticker which read something like this:

The bumper sticker also had the year the manual was published, but I cannot remember it. I think it was from the 1800's. I think that was the exact quote, but I'm not sure. Does anyone know this quote and where exactly it came from?
